Shirley Franklin is sworn in as Atlanta’s first female mayor, also becoming the only black woman elected to a major southern city. She became the city’s fourth black mayor. Due to term limits, Franklin stepped down on Monday. Former Georgia state Sen. Kasim Reed, who is black, was sworn in as Atlanta’s 59th mayor.
